He's open minded in that he doesn't give a damn if you're a girl, boy, nonbinary, transgender, gay, lesbian, black, white, asian, unicorn, werewolf, or program. Unfortunately that's because he cares nothing for any of you. He regards you all equally as just pawns.
The only people he cares for are Rhythm and Shadowman.exe. Everyone else can go pound sand, kick rocks and jump off a cliff.
Although he likes having money, his main goals are entertainment and proving his superiority. However if asked he would point to the development of super-complex powerful programs as his ambition.
He's a bit of a sadist who enjoys destroying things and making people suffer. However he believes himself "above" such things so he won't admit to it. The mad cackling is a blatant clue but he often won't even acknowledge it.
Even Dr. Wily considers him a wild cannon and doesn't know which way he'll fire. Regal will even work against him if it either accomplishes his goals or he just feels anger towards him.
